In the sentence: "They decided to get married ___ Rome"

which one would you chose: IN or AT

Please share grammar explanation about this topic

Hi alumn@,

Here you need 'in', which is used for places like cities and countries - in other words, large places. 'At' would be used for buildings as for example:at (the) church.
