Sentences:
-s1- Shall I ____ the candles?

Issues:
-i1- All these verbs:turn out,turn off,switch off mean to close, stop running or similar idea. Please confirm that all are almost sinonyms.
-i2- Which one would fit better in s1?

All three phrasal verbs can be used when you refer to electric lights.
In addition, the phrasal verbs turn off and switch off can be used to refer to other electrical devices (such as a stereo, an electric fan, etc.)

A candle is not an electrical device. A candle has a flame. None of your phrasal verbs can be used when referring to a candle. Instead, you can use these, for example:
- put out
- blow out
- snuff out
