I have read sentences similar to:
Arrive at destination ... Arrive to London ... Arrive in Britain
What is the grammar rule here?

Hi Jon
You can say 'arrive at work/the airport/our destination/the scene of the crime.' Or you can say 'arrive in London/the USA/Europe'.
