A. inform B. informs C. informed D. has informed

I think BCD are all acceptable. Am I right?

Is that a "must" or a custom of usage? or if i speak the sentence using BCD will it sound ok?

Verbs of volition ('desire') still require the subjunctive (A - 'inform') in formal composition, though you may hear B occasionally in casual speech. C and D, as past tenses, do not work grammatically or semantically with the present tense 'desire'.

If the sentence just expresses the speaker's subjective desires which not necessarily come true.

Just a comment about my list: :wink:

There are other verbs and phrases that can be and are used with the present subjunctive. My list was intended as a guideline for some of the more common verbs and phrases that are sometimes used with the subjunctive.
In addition, it should be mentioned that there are some fixed expressions that use the subjunctive (e.g. the expressions "So be it" and "Far be it from me to ...")

As MM has also mentioned, the use of the present subjunctive seems to be somewhat more common in American English than in British English.
