Hi Guinevere,
On balance I would say that 'up to' in your example is as you suggest 'neutral' and indicates that the speaker/writer believes that thiis is the figure but is not absolutely sure about the number. It hints at the number 'could be' as many as 4,000.

Hi,
They are both prepositions ('up' and 'to'). In the same way you can say: 'down to' 'through to' .

Mr. Alan, 'up' and 'to' are prepositions. But when they are used together - 'up to' in sentence, do you say that phrase is used as preposition? Please clarify my doubt, since your wordings are found to me ambiguous. Thanks, Er.S.M.M.Hanifa |
