Hope some one please kindly check my writing(paraphrase) below:

- By giving scholarships and providing training and rewarding outstanding teachers as solution to encourage self-development among English teachers.

- Exchange programs among Southeast Asian countries would be good enough to expose them to new experiences and prompt them to adjust to all-English environments.

-The teaching of English should also be improved at kindergarten level.

- English teachers who worked for more than five years should be allowed to study English overseas on their own fund, while more scholarships should be made available to those who prove to be outstanding English teachers.

This is mine:
One potential solution to encourage self-development among English teachers is issuing scholarships, trainings and rewards for outstanding teachers. Another possible way may be provide them the opportunities for new English experiences gained by offering the exchange programs among Southeast Asian countries. The next possible solution for this is beginning to develop the skills of English teachers from kindergarten level. The last (other) possible way is that more scholarships should be considered to those excellent English teachers whereas English teachers (who worked over five years) should be permit to study English overseas on their own funds.
