Hi everyone,

I'd like to ask a question about the meaning of 'just' in the following sentence.

He was standing next to a woman wearing lieutenant's bar's on her fatigues, which were just visible above her rolled-up sleeves.

Does 'just' mean 'hardly' here i.e. it was difficult to see the bars or does it mean that the bars were immedeately above the rolled-up sleeves?

Yes, you've interpreted that very well. If the sleeves had been rolled up only a tiny bit more, the lieutenant's bars would not have been visible.
