Hi Logician,

Here is the entire sentence:

Once the applications have been looked at the usual procedure for the panel is to follow up the references of those candidates who have been shortlisted.

This means, the first step is to look at the applications.
Some of the applications will be filtered out, that is, they will be examined further.

The group of people who assess the applications are called the 'panel'.
They will check the references provided by the candidates in order to get a better picture of their abilities, skills and experiences.

The final step is to select the most appropriate candiate.
