why in this exercise is bill the correct anwer?....I Known that bill is something that you need to pay......why is not function?

Hi,

A bill in the UK is regarded as a proposal put before the legislature to be considered. A decision is then made on whether this should be made into law. I presume, diffidently of course, that a similar process applies in the USA.
