Which does this "afford to" mean, (1) have the money to, (2) have no need or opportunity to?

.
'Afford to' could mean ( 1 ) have enough money to or ( 2 ) to be able to do, manage, or bear without serious consequence or adverse effect. It's difficult to judge without more context.
