we are especially devoted to him. what does this sentence mean?
He is one of the finest.
devote means dedicate so is that correct to say We ae especially dedicated to hm?
It is the first i meet the world "fine" describes a person.... what is the deep meaning of it? is it the same as he is one of the best?

We are especially devoted to him = we like him very much; we follow all his suggestions; we do lots of nice things for him.

Dedicated doesn't work here very well in the above. You could revise slightly and say we are especially dedicated to serving him.

Yes, here finest = best.
