im confused in just saying it directly, or do i say " and i have a quote,here goes, etc" or do i say just "and i quote,blah blah blah, unquote" ? or can i just say the entire quote without saying "quote/unquote" ?

hope anybody can help!

It depends on how skilled a speaker you are, but generally say:

"As Adam Smith says/writes, (and I) quote, 'Little else is requisite to carry a state to the highest degree of opulence from the lowest barbarism but peace, easy taxes, and a tolerable administration of justice: all the rest being brought about by the natural course of things', unquote."
