I wouldn't use an article at all: "... proclaimed martial law in..."

Did they really proclaim martial law in LA, or is this from a science fiction novel?
In my city they proclaim something like martial law for teenagers every year for about a week before Halloween. They don't call it that, but that's more or less what it is. There was also martial law for a couple of weeks in the late 1960s, but they called it "a state of emergency". |

I have no idea, I made up that sentence irrespective of LA (or whatever else city). So don't worry, you still may travel to LA with no risk of being shot :) |

No, you have a BIG risk of being shot in LA. Hollywood likes to use my city in films as the big hell hole of crime, but at least when there's a shooting here, it's usually between disputants who know each other -- drug dealers, etc. LA has a lot of what they call "drive-by shootings", where gang members drive past a group of people and spray the whole crowd just to get one guy. Brrrrr! |
