To my understand the meaning of this sentence is why do people look at him when he is up high. To him it is not a big deal to be on to of the large statue of Field Marshal Smith.

If you look at this test in it's entirety, you may notice that it's being 'narrated' by some sort of news reporter. In order to get a good view of the parade he has climbed onto a statue.
In this particular question he indicates that he should not really have climbed onto the statue. It is nothing to do whether people are looking at him or not, or whether he feels it is a 'big deal' or not.

perched(of a person) = Sitting somewhere on something high or narrow
