What if they are not used at the beginning of the sentence:
1. I make this decision based on these reasons.
2. I make this decision basing on these reasons.
3. The decision is made based on these reaseons.
4. The decision is made basing on these reasons.
Does voices matter ? |

In both cases it should be based on.
Based on is a fixed expression. |

To me the problem is with trying to use "based on the present situation" when talking about the past.
? * Based on the present situation, they have decided to..
These are all OK:
Based on the present situation, they have decided to..
Basing things on the present situation, they have decided to..
Basing things on the situation at that time, they decided to...
Based on the situation at that time, they decided to... |
