I am 20 year old from Ecuador. and I think I can help you out with this question.
This question: The westerm part of Oregon generally receives more rain than ___ the eastern part -... can be treated ( i think like a parallel structure)
You have a subject -the western part of Oregon+ a verb receives.
You are comparing this with the eastern part.
Therefore you need a verb to complete the sentence; let see the answers:
1. in ... is a preposition, right? but you need a verb!
2. does in ... it's almost correct but it includes a not-functional. or not needed preposition, then it's wrong.
3. it does... it includes another subject, so it's incorrect.
4. does.. this include the "verb required" to fulfill the sentence,finally this is the answer!
