Gwendolyn,
One thing to keep in mind is that most modal verbs can express more than one mood (meaning they have more than one meaning).
Torsten is correct that in that example should is not in the past tense. However, should CAN be the past tense of shall when used in a different sense. _________________ There's no such thing as an exception to the rule...

but here "learning" is the direct complement, isn't it? It isn't part of the main verb (I think that...) |

Hi, Torsen, I do not understand the modal verbs. Can you please talk some more on that subject. I think English should be an interesting subject or we should all travel, aren't this is the future continuous in the past. Thanks.

Dear Torsten,
What is modal verb? I thought that "should" is a past tense of "shall".

the modals verbs are:
will (used for future for uncertain things) e.g I think he will buy a car. be going to (used for certain things) e.g I'm sure he is going to buy a car. will used for request. e.g Will you please open the window?
would (is the past of will) for polite request e.g Would you please open the window? for the past in the passive voice e.g He said he would come tomorrow. before like e.g I would like to meet the manager. for offer e.g Would like a cup of coffee?
shall for suggestion e.g Shall we go to the garden. for resolution e.g I shall do my best to pass the test. in the contracts for for binding and commitment e.g Both parties shall adhere to the conditions o the contract.
should for advice e.g Tomorrow you have a test. You should study hard. for assumption e.g He is in dept. He should pay back the money to the bank. for inquiry e.g Should I come early tomorrow? for inhibition e.g You shouldn't have a lot of sugar.
can (used for ability) I can speak Arabic fluently. Can I help you? I can't speak French.
could (is the past of can and used for possibilities) He could come tomorrow.
may / might (for probabilities) He may come tomorrow. He may be at home now. I can't find the book. It might be under the table. |

im planning to study IELT's by next year and your thread it a great help for a start. at least i have some warm up before taking the course. i did encounter this issue actually and it wasn't explain very well with my teacher. now i have a clear idea it "should" must be use into a sentence. thanks for this... |

The second part of the sentence indicates that 'should' is the correct choice.
