Hi,guys

I have some questions about 'that'. Please see the sentence below.

Stockholm, Geneva, Barcelona and Paris are all cities that have promoted government bike rental services.

1.Could you explain or analyze this sentence for me according to English grammar?

In my opinon, 'that' means the four cities,Stockholm, Geneva, Barcelona and Paris.

'promote' is the verb of this sentence.

And 'that' is a pronoun in this sentence,am I right?

2.I rewirte this sentence as the sentence below. Is it correct?

Stockholm is a city that has promoted goverment bike rental services.

Here,I'd like to make sure when I should use 'has' or 'have'. I mean have is for plural and has is for singular.
