Now, as Mr. Bush enters his final year in office, his closely watched annual speech seems less about charting a new path for the country, and more about tying up the loose ends of his presidency.

what does "...tying up the loose end of...mean?

Does it mean : Mr.Bush hopes that he could contibute to the country and get a better political performance in the final stage of his presidency?
Loose ends means" nothing to do?"
