Hi,

As far as the UK is concerned 'a full driving licence' is the licence you get when you have passed your driving test and you can legally drive a car without having with you another licence holder. Initially before you have passed your test but want to drive a car, you have to be accompanied by someone who holds a full driving licence and have a plate with a large 'L' in red attached to both the front and rear of the car. In that situation you have to pay for a licence which is called 'a provisional driving licence'
