Question about sending TOEFL® test results

Hello, important question:

I am planning to take the TOEFL soon (haven't made an application yet), but I will. Currently I don't know to which institutions my results would be sent afterwards and I will not know it until december 2008.
Do I have a right to ask TOEFL centre to send my results to certain institutions several months after the test without additional fees? (considering that they wouldn't have to send results to any institution just after taking the test?)

If you know the answer, I would appreciate it.
I've contacted the centre where I would take the test (they didn't know) and also contacted the centre for Europe in Netherlands but couldn't get proper response also (weird, I know).

Ordering Additional Official Score Reports
You can have official score reports mailed to institutions you did not
identify when you registered to test. Additional score reports can be
ordered online through the TOEFL online registration system or by
completing the Score Report Request Form in this Bulletin. This
form is also available on the TOEFL Web site. You will receive an
acknowledgement confirming that your score reports were mailed.
The Score Report Request Form will be returned to you if you
do not include complete and accurate information and the correct fee.
Designated institutions cannot be changed or deleted after you submit
the request. No refunds will be made.

ONLINE (CREDIT/DEBIT CARD OR E-CHECK REQUIRED)
- Reports are mailed approximately four to seven days after
your request.
- The fee is US$17 for each report ordered.

I have read carefully the score recipient privacy policy as well as bulletin instructions for toefl exam, and I don't believe I have that right unfortunately. It says everywhere that the scores will be sent to the institutions or agencies when registering (or until 10.P.M. the day before).
Additional score reports (i.e. those that refer to the institutions that are NOT MENTIONED during registration process) are succumbed to payment. "NOT MENTIONED" I'm affraid includes sending reports after the test no matter if you've used that right or not.
If anyone disagree with this, please do post reply. I really hope I am wrong on this one.

Hello! I am a new member. I hope all of you wouldn't mind giving me some more information about requesting additional TOEFL score report. I requested one last month, but i haven't recieved any e-mail confirming it's delivery yet. Do u happen to remember how long does it take for online request?
