It's a line from a nursery rhyme recited by one of the characters in the story, but I don't know the rhyme or its title.

Since the book is set in an insane asylum, cuckoo, is another word for crazy or insane. Bromdon is the one who metaphorically, "flew over" the cuckoo's nest.
