Hi Hong,

'Aid' has a much broader meaning than 'help' and is used in expressions like: Aid to the Third world/Overseas Aid. Aid for the victims of earthquakes/wars/flooding and so on. The word here indicates mainly financial support given by governments/individuals to help people recover from various problems.
