Question about a specific vocabulary

Hi every body again,

I'm looking for a specific vocabulary or a combined word maybe

when you ask for supplies from an official organization for example and they reply in a written form they are sorry, they cannot.

what do we call this letter or memo? is it ok to call it excuse note??
