I read the following on the local newspaper:

"Frawley said he was near the 110 mile marker when he saw the Ford Explorer SportTrack spin, then roll five or six times."

Why did the writer use the present tense when he described the thing that had happened in the past?

The verbs in bold are not in the present tense; they are infinitives and complements of the past tense verb, saw.
