There are several specialized phrases that I don't know the meaning for sure, so can you help me?
1,Voluntary top-up programs;
2,Expatriates medical plan;
3,Medical evacuation and repatriation.

I need more context to answer this one but it sounds like a further education training program that can be taken on a voluntary basis.
