So what's the matter ... Our teacher wrote “fu.cking sh.it“ on the table today and told us that this phrase (if I can call it phrase) isn't as vulgar as we all think. She said that this means something like bad ...

My question sounds if these words are vulgar together,what they mean and where is the line to don't use it(I hope you understand)?
For example would you use it at school or would you say it to your mother ?
