I think Miami is US city so why it’s not the best place to learn English
If you are there you can get best practice with native speaker in every place (restraint, street shops and so on)
If I wear you, I wouldn’t need any thing

Nowadays, you can practise english wherever you want with internet, that's includes Ontario, Miami and Algeciras
