My first impression was "He can be really unpleasant (or grumpy like er, a bear?) with people who are tardy".

Hi Alex,

Metaphorically, a person can sic or summon a bear on somebody/something. So here I would say that this guy is not impressed with you being late and makes your life hard if you are.
