(a) stands
(b) holds
(c) begins
(d) sits
and the answer is stands.

well, but I would like to know what does thsi sentences mean?... and who or waht stands on Thames? " which" refers to what?

In this sentence "which" refers to London. It is a combination of two sentences: London stands on the Thames. In London people make a lot of noise all the time.
