Help! Toefl ibt makes scoring error!

In Turkey last one more month, I heard many Toefl scoring errors, and we can not do anything.One or two section score is very low, comparing with other section, such as:
Reading:2 Listenig 23 Speaking:19 Writing:20
Reading:29 Listenig 8 Speaking:23 Writing:22
Reading:23 Listenig 6 Speaking:21 Writing:19

We spend time and money for this exam,but ETS does not care this problems. ETS should realise its errors, in toefl ibt speaking and writing sections have integrated questions how these people can take 20's in these sections if their reading/listening is really bad. It is clear that there are some errors and ETS should solve this problem or we have to sue ETS in the USA courts!!
