what does it mean when people say your hair is frizzed? or frizzy?

I looked up the definition in the dictionary but i still don't understand. does it mean curly or unmanageable?

Frizzy hair is tightly curled. If you google the phrase "frizzy hair" you will get images of frizzy hair.
