Could you please tell me how and when we use this expression? Is it ironical?

Like many phrases, it can be used ironically, Tom, but it is not intrinsically so. It is often used as an expression of gratitude.

PS: By the way, is the red sentence correct and natural, in particular the use of the words 'gratitude' and 'ironical'?
