Please look at the exercise below:
The..........of newcomers to long standing resident is very high in this town.
A.cross-section B.proportion C.average D.percentage
The answer is B but I wonder whether D is acceptable
Please give me your idea

the reason that B is correct and not D is due to the wording: "the __ of newcomers to long standing resident..."
If the answer were D it would be worded like this: "the ___ of newcomers is very high in this town"
Proportions almost always use the word "to" and compare one amount to another, while percentages are just talking about a single amount.
