There is the German term 'vorbeugender Brandschutz' which I would translate as 'fire prevention' while 'Brandschutz' might be 'fire protection. But again, the term 'vorbeugender Brandschutz' might actually be a tautology since the word 'Schutz' means 'protection' which implies that you take measures to prevent bad things from happening.

What do you think?
