I'd plump for 'with' suggesting mainly agreement with.

I did look it up in both Longman Dict and Oxford one; neither of them came out with the phrase "in accordance with". Also, check this:

Hi Theresa,

Are you sure the phrase 'in accordance with' is not in your dictionaries? If that's the case I suggest you get a new one since this phrase is widely used in English.

Sorry. It's a typo. It should have been " in adccordance to". By the way, where did you run into the other phrase?

Can't say where and when exactly I heard or read it but it somehow seems to exist.

There's no need to buy a new dictionary. Onelook.com will provide a number of dictionaries containing the phrase 'in accordance with' under the entry for accordance:

You will find that 'to' is commonly used with the word according:
