It's an idiom Make one's voice heard: express one's opinion so that other people hear or notice |

. 'make her voice hear' = cause her voice to hear This doesn't make any sense. Voices don't have ears. Voices cannot hear.

'make something + past participle' is similar to 'make something + adjective'
He made it easy. --> He caused it to be or become easy. He made it known. --> He caused it to be or become known.
