Can some one please tell me if I can use 'freak out with' to mean 'hang out with'? Can it be used in that sense?

Ex: I like freaking out with friends on weekends.

I've never heard 'freak out' used that way. 'Freak out' usually refers to reacting to something in fear or confusion. If you actually heard the sentence you posted from a native speaker of AmE, it might have been intended to mean that the person enjoys 'acting a little crazy' or 'acting like a freak' with friends.

I also have never heard the term "freak out" used that way.

However, you never know what will happen to words when another generation takes them over. To be "tripping" used to mean that someone was hallucinating from LSD or some other drug. Now a lot of Americans in their early 20s use it to mean acting angrily.
