I had to write a petite essay. Maximum 200 words; the question given was "Is only the government responsible to keep the streets clean?"
I came up with the following -

Even though the government is playing the key role in keeping the streets clean, there should also be certain activities to increase public awareness.
I deem it necessary to have spring cleanings of the streets by school children or even by university students; such an activity would definitely raise the awareness of this problem amid the new generation. Surely a child would think twice before littering the very street he has just cleaned, therefore it would be wise and convenient to make such activities as frequent as possible. People could also be less tolerant towards those who litter in the streets; they should even speak out their dissatisfaction against such acts. The government, on the other hand, should become relentless towards those that litter the streets; no one should be excused from a fine.
The government should also ensure that there are enough street cleaners assigned to a specific area; it is also liable to ensure proper cleaning equipment for the workers.
Thus, I don't think that only the government should be busy keeping the streets clean; it is something that all of us should strive to and take active participation in.
