No wonder you're puzzled, Vaok. Neither conjunction seems particularly appropriate. I suppose 'or' would be better than 'and', but it seems to me that a conjunction such as 'because' would make much more sense. Were those the only two options?

It's B (or).

"Don't hesitate, or never again will you get such a good chance." = Do what I say or...

If the answer were "and", the statement would be in the positive form:

"Hesitate, and never again will you get such a good chance." = If you hesitate, this will happen...
