By the way, please tell me if "in the public" is ever used and how different it is compared to "in public" (just like "in case" and "in the case")

Though I'm not sure about the whole sentence (collocation): to give speech in public.

I think "to give speech in public" is correct, and I think "in the public" may not be a fixed phrase, "public" here may just be a noun modifier. :)
