The definition is as follows:
If something is very boring, a common phrase is "it's as dull as ditch-water."
Ditches are long trenches or holes that are often found on the sides of highways, roadways etc. A ditch usually contains water (that's primarily why people dig ditches) and the water in it is usually dirty and dark as a result.

As a footnote:

Ditchwater is also usually stale and stagnant; as opposed to the fresher water you might find in a stream.
