Hello,
I have just read an article :''New plastic-bags standards released in China'' ,and there is a sentence with a strange construction:''Enterprises FAIL to conform to standards will face severe punishment.'' I think the word FAIL should be changed to FAILING.Please give your ideas about that!

FAIL is a verb, emphasized by capitalization, and all right.

You're right. Something is missing in that sentence. There are two easy ways to repair it. One way is to use 'failing' (your suggestion):
- Enterprises failing to conform to standards will face severe punishment.

OR you can add a relative pronoun ('that' or possibly 'which'):
- Enterprises that fail to conform to standards will face severe punishment.

Very nice to see you again!

I have a feeling too that something is missing in both 'sentences'. But I also feel both of them are like titles of some news reports. If so, is it possible not to follow the strict grammatical rules?

Hi Haihao

I understood Duc's post to mean that the first example he gave was a headline, and the second example was a sentence from the article. In addition, Duc's second example does not look like a headline to me. Simply omitting an -ing ending from an otherwise fairly complex sentence is not the way a headline is typically made. I can imagine this as a headline version of Duc's second sentence, for example:
Severe Punishment for Noncompliance
.
