good egg - old-fashioned someone who you can depend on to be honest, kind etc
good-natured / gʊd ˈneɪtʆəd $ -ərd / - naturally kind and helpful and not easily made angry :)

I think "he's a good Joe" is mostly said in American English; while in British English, "he's a good egg" tends to have a humorous air. (It would seem old-fashioned if intended seriously.)

The expression 'a good Joe' may be starting to show its age. I don't hear people using it nowadays.
