a. has been b.is c.will be d. will have been
-> I think both a and b are acceptable, so which option makes more sense?

I would choose only option (b). Option (a) sounds strange to my ear.
For the sense that you seem to like with the present perfect in option (a), I'd suggest this wording instead, for example:
- My daughter often says that she won't get married until she is older than 25.
