Can I say this sentence:

(I want to say that the task is teeming with difficulties and is therefore a big change)

I suggest:

In view of its arduous nature, this task is teeming with difficulties and qualifies for being labeled/being deemed a voluminous change, and not just some minor change

It seems to me that you could simply replace the word 'for' with the word 'as':

In view of its arduous nature, this task is teeming with difficulties and qualifies as a voluminous change, and not just (as) some minor change.
