Register at a CBT centers

Hi people!

I am studying in Moscow and this is last year for me. i am planning to move now in USA and they told me that i have to give Toefl first. I heard that Toefl here can give only Russians citizens and not foreigners ... as i am a foreigner here i don't know now what to do ... i have to go back in my country or there is another way to give it? The problem is that is very difficult for me to go back that's why...

Is it true that you have to give Toefl only in your country?
Any idea?

You can register at a CBT centers (Computer based testing) and take the TOEFL in Moscow.
