Hi Priya,
This phrase originated from a crackerjack box (sweet popcorn candy boxes) that used to give away rather useless, cheesy toys with every purchase. So, if a person uses this phrase, he/she is referring to something that is useless/cheap/fake and isn't very recognized - in terms of achievement/quality etc.
