Would you class all these as phrasal verbs?

sit down
stand up
take off
set up
start out
hurry along
play about
goof around
read through
burn down
mix up

Because some would say that not all of them can be classified as such:

Indeed. Some researchers even use the word 'particle' in attempt to unify preposition and adverb in phrasal verbs if my memory still works well.

My dictionaries define them all as phrasal verbs in some of their meanings:
sit down - to get into a sitting position somewhere after you have been standing up; He sat down right beside me.
sit down phrasal verb - to be in a sitting position or get into a sitting position
It was good to be sitting down eating dinner with my family. Sit down, Amy - you look tired.

though it makes no difference to me.
