A 'token' in this sort of context is a minimal representative. "Insignificantly small; a matter of form only".

We would usually understand it as a situation in which someone didn't want to include a woman as a member of a group or committee, or as a character in a movie or TV show, but included just one so that no one would complain that he was discriminating.

The original term in the 1960s was "token Negro", usually used when talking about TV shows. Sometimes a black person would be included in a scene so that the show would be racially integrated, but this person had no actual role in the scene. He was just there so that people would see that a black person had been included.
